The milk act needs an ammendement so that CQM can start

The biggest concern I have with it is this statement  "In addition, the proposed amendments would provide for the imposition of penalties, after a hearing, if a producer failed to comply with such licensing regulations.

Isn't that great, now if you forget to sign a piece of paper you will be fined.
